OK, I'm not old enough to remember Hitler's Brown Shirts, but I've read enough about them and seen enough films to know they gained popularity by intimidating, beating up and even killing political opponents. Germans who knew better didn't speak out when it might have made a difference. Later, they couldn't speak out without becoming targets themselves.
